CHAIR'S REPORT

Whenever I fill out a form that asks for an occupation category, I usually write down "education." But there are times when I am tempted to write "caregiver," because I think we, as international educators, both care about and give a great deal to what we do and the people we serve. So how about this NAFSA: Association of International Caregivers? I know that I work with many very smart people in my profession, but what I think makes us, as international educators, a special group of people is that, like many other types of caregivers, our motivation generally comes from our hearts.

When one acts from the heart there is a price to pay for caring and great rewards for those who give. Anyone who is or has been a caregiver knows that it can be difficult and sometimes stressful work, whether it is caring for an invalid, a disabled person, or a young person who is depressed or suicidal. But caring also gives us the deepest well of strength to overcome the obstacles in our way and make life better for ourselves and others.

Educators have the extra benefit of showing others how to make their own lives better and to pass their lessons on to others. Because caring can take its toll, caregivers need mutual support and occasional reminders of why we do what we do. This is one of the reasons why associations exist, and NAFSA is the association that many of us look to for the support and camaraderie we need to help us do our work. This year's Region XII conference will be full of the support and camaraderie that we caregivers need by taking a holistic look at the work we do, the people we serve, and our own roles as caregivers/educators.

The conference will of course have many sessions on the practical tools of the profession, but we will also take time to look at the whole person, whether that is a study abroad student, a foreign student or scholar, or ourselves as advisers and counselors. Please join us this year to take in some fresh mountain air and full days of learning that will enrich and benefit your work life.

. . . and one more thought: Thank you. Because you care; Because you educate; Because you give...thank you.

 

BUSINESS MANAGER'S REPORT

The news is good! Region XII is in excellent financial shape and has been able to fund programs for you. Some of the programs that provide direct benefits to members are listed below. A statement of balances in the region's accounts follows.

The most popular region-funded program is the Travel Grant Program, which is administered by the three districts. The Travel Grant Program funds part or all of the recipient's expenses for travel, hotel and food at the Fall Regional Conference that will be held in Squaw Valley this year. The Travel Grant Program applications are included with this newsletter. Please remember to apply.

Have you ordered your campus' supply of the brochure "Employing the International

Student"? The brochure was funded by a Region XII mini-grant awarded to Phil Hofer , University of La Verne and Lay Tuan Tan , California State University, Fullerton. The brochures are paid for by Region XII and are available free of charge to member campuses. More information about the brochure can be found on page16 of this newsletter. Think about applying for a mini-grant. See the article below for details.

Region XII has awarded $2,000 to the Hawaii/Pacific Islands District to engage in outreach activities to members in the Pacific Islands.

As of the end of the fiscal year on June 30, the region had assets totaling $86,468.82:

Checking Account $881.00;

Savings Account $54,162.82; and

Merrill Lynch Investment 31,425

 

BUILDING MEMBERSHIP

NAFSA members are great sources for a wealth of information. This is the same when it comes to recruiting new members. If you know of someone who is interested in becoming a new member, refer them to the NAFSA website, www.nafsa.org to learn more about what a membership to NAFSA can offer them. In addition, they can now download a membership

application on line.

MINI-GRANTS

The Region XII team has allocated $1,000 to the mini-grant program which is set up to fund projects proposed by Region XII members that would be of specific benefit to our members. Here is your chance to get funding for that project you've been thinking about!

Send ideas and proposals to Carol Robertson (contact information on regional team list, page 17).

Review of proposals will begin December 1, 2000.

 

Northern District Report

The Northern District hosted its annual conference at the Fort Mason Conference Center in San Francisco on March 31. The conference, entitled " Transferring Knowledge: Partnerships in International Education and Training for the New Century", drew more than 150 international educators from throughout Northern California and Nevada. In addition to a variety of informative sessions, conference attendees enjoyed sunny, 80-degree weather (a rarity in San Francisco in March), beautiful Bay and Golden Gate Bridge views, great company and a jazz trio which performed at the end-of-conference reception.

The "Best of District" session honor this year went to "Here's To Their Health!: Health Insurance Issues & Advising for ESL/International Students" chaired by Lisa Kosiewicz (English Language Program at University of California Berkeley Extension), with John Breckenridge (Somerton Student Insurance Services) presenting. Be sure not to miss this session at the Region XII Conference at Tahoe in November. Travel grant information for the regional conference is included in this issue.

The Northern District 2000-2001 Team will gather on August 3 at Golden Gate University for an all-day team welcome, orientation and planning meeting. We are still looking to fill a couple of team positions. Please contact Heather Ramsey at hramsey@iie.org or (415) 362-6520 ext. 207 if you are interested. Hawai'i/Pacific District Report

Spring 2000 Conference

The NAFSA Hawai'i/Pacific District Spring 2000 Conference was held at Leeward Community College on Oahu on April 28. Fifty-five international educators from across the state of Hawai'i attended. The conference site coordinator was Pat Neils, our treasurer and a professor of history at Leeward. Mahalo nui loa, to Pat and all our other NAFSA members and friends for making this conference a success. A new "NAFSA Hawai'i/Pacific District Directory" dated April 2000 was produced by our membership chair, David Loeding, and distributed to conference participants. Thanks, David!

The "Best of Hawai'i/Pacific District" session was chosen based on feedback from participants. This session was titled "Intercultural Communication in Educational Settings" and was moderated by Mimi Yen, Coordinator for Student Affairs, Kapiolani Community College. Panelists were Min-Sun Kim, Associate Professor, Speech Department, University of Hawai'i at Manoa; Gemma Williams, Associate Professor/Counselor, Kapiolani Community College; and, Gary Wilson, Professor, Communication Department, Hawai'i Pacific University. The Hawai'i/Pacific District has set aside travel grants to help bring this session to the Region XII Conference this fall.

Region XII Outreach to the US-affiliated Pacific Islands

As part of the NAFSA Region XII outreach to the Pacific, we have sponsored NAFSA memberships for the presidents of seven colleges in the US-Affiliated Pacific Islands -- or an appropriate staff member -- for 2000-2001. These colleges are American Samoa Community College, College of the Marshall Islands, College of Micronesia, Palau Community College, Guam Community College, Northern Marianas College, and the University of Guam.

Lore Nena, the Director of Student Services for the College of Micronesia, will be the NAFSA member representing her institution. As an additional outreach effort, Region XII will support her travel to the Regional Conference at Lake Tahoe. (Last year Annette Camacho, ESL Director for the University of Guam, attended the Region XII conference in Long Beach.) We have proposed that Lore take part in a presentation on Micronesian students attending colleges in the US.

 

A New E-mail Announcement Forum for the Region: The NAFSA Region XII Bulletin

The NAFSA Region XII Bulletin is a new channel for direct electronic communication to regional members, providing periodic announcements and news items concerning NAFSA regional activities including but not limited to conferences, special events, and sectional and governmental updates to members who have access to electronic mail.

To post announcements to the Region XII Bulletin, postings must be sent to the Region XII Chair or the Region XII Newsletter Editor. The announcement must receive approval by the Region XII Chair and Newsletter Editor assuring that the posting is in the interest of the majority of Region XII Membership.

The Region XII Bulletin is not a discussion arena. We will post announcements of relevance to the majority of Region XII Membership as determined by the Region XII Chair, Newsletter Editor and TechSIG Representative. Such announcements could include but are not limited to CIPP/R updates, conference reminders, and new items on the Region XII web page of interest to members. We will not post advertisements, solicitations, requests of a personal nature, case questions/advising (i.e."I have a student who…."). Announcements of these types will be referred to more appropriate venues for assistance.

The Region XII Bulletin will only be sent on a bi-weekly basis, if at all, every other Monday, as announcements accumulate. Only in case of urgency will a message be sent out by itself.

On an annual basis, the TechSIG representative will send a message outlining guidelines for posting announcements via e-mail to the membership.

Study Abroad (SECUSSA)

With the NAFSA National Conference in San Diego this year, many of you may have had the opportunity to

attend. In addition to a record number of attendees, it proved to be an excellent conference with many valuable workshops and sessions. The NAFSA conference really provided something for everyone, from foundation workshops for newcomers to the field, to advanced training for the experienced professional. For SECUSSAns, there were numerous topics of interest to both first-timers and old-timers, as well as opportunities to network with work colleagues and make new friends.

The Region XII conference in Lake Tahoe promises more of the same in a truly spectacular setting. With a theme of "Mind, Body, and Spirit," NAFSA members will be able to choose from a variety of sessions that not only generate practical ideas for the workplace, but also explore means for a healthier work environment. Mark your calendar for November; you won't want to miss this one!

PROFESSIONAL DEVELOPMENT OPPORTUNITIES IN GERMANY, JAPAN, AND KOREA

The Fulbright Seminars for U.S. international education administrators in Germany, Japan and Korea are being offered once again in Summer 2001. The seminars offer participants the opportunity to learn about and visit institutions of higher education while familiarizing themselves with the culture of each country.

The Council for International Exchange of Scholars (CIES) administers the program, which is designed for experienced international education administrators

(e.g., foreign student advisers, study abroad advisers, foreign student admissions) or senior-level university administrators with substantial (at least 25 percent) responsibility for enhancing the international dimension of their institutions. The program activities, duration, and requirements vary for each country, usually two or three weeks.

DEADLINE FOR APPLICATIONS: NOVEMEBER 1, 2000

 

ADSEC

I first served as your ADSEC Rep for Region XII in the 1980's, when I didn't know many ADSEC colleagues nor felt like I knew much about international education. Then in the 1990s, I thought it would be good to participate on the Regional Team again when I knew more NAFSAns and understood how important it is to be involved in professional activities outside of the office. Now, here we are in 2000 and I'm back on the Team looking forward to helping plan ADSEC activities for our Region this year. Although I have been in international admissions a long time, there is still a lot I can learn and I know I gain a new level of knowledge and understanding whenever I have the opportunity to meet with ADSEC colleagues.

The national conference in San Diego was excellent and I participated in training with the national ADSEC team. Some of the activities at the national level include revision of the NAFSA Code of Ethics, developing criteria for selecting a foreign credential evaluation service, and on-going plans to provide information and communication for the ever growing international admissions arena. Please refer to the ADSEC web site at http://www.nafsa.org/adsec/ for information about resources (publications, internet resources, the OSEAS/ADSEC Liaison Project), Professional Development workshops, Trainer Corps and NAFSA governance and structure.

For our fall conference, we have sessions planned that address the application of methodology to admissions decisions, the development of policies for fraudulent credentials, community college transfer issues, the use of English language proficiency tests, information from recent exchange visits on the state of education in Russia, and additional topics to aid our understanding of the complexities of international education. Whether you are new in your job or among the

experienced, I hope you will join us at Squaw Creek.

 

Nomination of Region XII Chair-Elect

The Region XII Nominations Committee is pleased to announce that Parandeh Kia has agreed to place her name in nomination for the position of Region XII Chair-Elect. Parandeh's term of office will be 2002-2003.

Parandeh has been actively involved in NAFSA for over fifteen years. She is currently the Associate Dean of Graduate Studies and Director of International Student Programs at the California Institute of Technology.

Parandeh has served as the CAFSS Representative on the Region XII team and on the National Team. Most recently she has been Chair of the F Working Group for NAFSA. Parandeh's service in NAFSA at the national level has also included membership on the Council for Public Affairs where she coordinated the Student and Scholar Working Group.

PDP WORKSHOPS FOR FALL CONFERENCE

Three PDP workshops will be offered at the fall conference:

Foundations of International Education: Foreign Student Advising. This 12-hour workshop is scheduled for Monday afternoon and all day Tuesday. The workshop is designed to provide new international student advisors (with up to 15 months experience) with a conceptual foundation and practical knowledge and skills for carrying out their responsibilities. Training covers the international student adviser's role and responsibilities, ethical considerations, dealing with crisis situations, educational programming, intercultural communications, advising and counseling, administration, utilizing technological resources, and many other aspects of international student advising. The workshop does not address immigration law or procedures.

F-1 Regulations--The Second Step. This 8-hour workshop is scheduled for all day Tuesday. The workshop is designed for Designated School Officials (DSOs) with more than 15 months experience in the international education field. The workshop will cover advanced immigration topics such as F-1 regulations related to employment, change of status, and reinstatement. Participants will also discuss the subtleties of the Form I-20 and receive extensive training related to the latest F-1 regulations. Issues involving DSO discretion and institutional policy will be explored in tandem with INS regulatory compliance.

Developing and Administering Quality Short-term Education Abroad Programs. This 8-hour workshop is scheduled for all day

Tuesday. The workshop will provide practical, step-by-step advice on designing, implementing, and managing high quality, academically sound short-term programs. Short-term education abroad (defined as a less-than-a-term, faculty-led course) programs and study tours have increasingly been recognized as legitimate educational experiences for US college and university students who, for financial, personal, or academic reasons, are unable or unlikely to participate in semester- or academic-year programs abroad. The workshop will focus on US students, faculty, and institutions although international-based providers will learn more about the needs and expectations of US institutions planning short-term programs. Short-term programs in the United States will not be addressed.

ATESL - Past, Present, and Future

For those who may not have had a chance to attend NAFSA's conference in San Diego-and for those who did, but were torn between the myriad of sessions and activities that vied for our attention-let me recap a few newsworthy ATESL items:

The general mood, fueled by President Clinton's international education initiative, a favorable response to some of our CIPRIS concerns, and resolution to some weighty program accreditation issues, was optimistic.

Thanks to all of you who wrote your congresspersons, NAFSA was successful in staving off the regulation whereby schools would be required to collect the $95 CIPRIS fee from all F-1 students. However we're not in the clear yet, as the current plan is to require students to pay this fee at the U.S. Embassy or consulate before their visa requests are adjudicated. Hence, another round of letters is in order!

ATESL program accreditation issues, the hot item at last year's conference, have been, to a great extent, resolved. CEA, the new Commission on English Language Program Accreditation, has emerged from the ashes both strong and dedicated. Applications for accreditation already in the pipeline are being processed, and new applications for review and accreditation are being accepted. For information on CEA's structure, standards, application process, fee schedule, etc., you can check out their web site at www.cea.accredit.org. CEA's current challenge is gaining recognition of the accrediting body by the Department of Education and INS.

On the Test of English as a Foreign Language (TOEFL) front, despite rumors to the contrary, there are currently no plans to curtail the use of the institutional TOEFL. The conversion to the CBT(computer based TOEFL test) at the institutional level is still under consideration by the Educational Testing Service (ETS.)

And now, for a glimpse of the future... Whether or not you attended the conference in San Diego, you won't want to miss this year's regional conference in Tahoe! Inspired by our holistic theme, we have some really interesting, innovative, integrative sessions planned for those "entre-ski" (or apres-hike) moments. To illustrate what I mean, some session titles include the following:

· "Toxic Ideas: Essential Construction Materials for the 'Road to Hell', a fresh look at the thinking behind cross-cultural misunderstandings";

· "Preferential Learning Styles for the ESL Student";

· "Student Crises in and out of the Classroom";

· "Boundless Ethics: The whole person view";

· "Feng Shui in the Classroom";

· "Relaxation Techniques for Enhanced Learning";

· "An Immigration Overview for Non-DSOs";

· "Burnout: How to Get It Together Without Falling Apart"

Don't miss this opportunity to re-create, re-integrate and re-invigorate your many-faceted selves!

CALL FOR AWARDS NOMINATIONS

Each year, NAFSA Region XII recognizes individuals and/or organizations who have made contributions to NAFSA, to Region XII, and to the field of international education. All of us know some impressive and talented colleagues in

international education, and it is important that their good work and dedication to the field be recognized. The Region needs your nominations. Your nomination may recognize an extraordinary accomplishment; dedicated service; special initiative; service to the larger benefit of students, scholars and colleagues; or other qualities and deeds that exemplify the best in our colleagues and international education.

Regional Service Award:

One or more awards will be given which recognize individuals and/or organizations who have performed above and beyond the call of duty in various areas within Region XII.

Criteria:

· Nominated by one or more NAFSA members

· Endorsed by chair of section and/or district most closely affiliated with nominee

· NAFSA member for at least 10 years

· Region XII member for at least 5 years

· Current members of the Region XII team are

ineligible

· Contributions to Region XII must be documented

in at least three different areas

 

Outstanding Service Award:

One award will be given which recognizes an individual's or organization's significant overall contribution to Region XII, NAFSA, and international education.

Criteria:

· Nominated by one or more NAFSA members

· Significant contributions to international education over a period of at least five years

· Strong commitment to NAFSA's mission

MEMBERSHIP CAMPAIGN FOR COMMUNITY COLLEGES

In an extensive survey of all the community colleges in Region XII, we found 30 institutions that do not have membership in NAFSA: Association of International Educators. We have sent letters from the Riverside Community College President, Dr. Salvatore Rotella, to the presidents of each of those institutions to encourage their membership.

If you receive this newsletter and work at a community college that does not have a NAFSA membership - for you, a colleague or the president - please contact me at Riverside Community College. CAFSS CORNER: Three Rs for Squaw Valley

Seize this opportunity to retreat, reorganize, and revitalize yourselves as intercultural practitioners. With its holistic theme, this year's regional conference promises to deliver a series of CAFSS sessions that will focus on the whole person in addition to our core training areas.

Reorganize. Utilize the regional conference to gain knowledge about NAFSA leadership and how it can help if you are new to the field of international education. Clear away the clutter by simplifying and enhancing your e-mail and web lives. Learn strategies to increase efficiency in your office.

Revitalize. Avail yourself of expert resources and information from leading international educators and psychologists regarding the importance of recognizing, responding to, and referring international students who are in crisis. Consider evaluating your advising style and day-to-day ethics in decision-making. Survey techniques for managing stress on the job. Attend "Break the Silence" to identify gender/cultural perspectives of violent behavior, and learn about the roles of the international student advisor, outreach, and prevention in the international student/scholar community. Use this opportunity away from the office to hone your skills in cross-cultural advising, regulatory advising, office management, marketing, and technology.

Retreat from it all to beautiful Squaw Valley. This location lends itself to our holistic conference theme because of its truly peaceful surroundings. COMSEC Workshops to be Sponsored In Region XII

In Spring 2001, three workshops will be held in Region XII focusing on the professional development needs of international educators who work with community programs. These workshops will bring together volunteers and professionals who work with international students, scholars and their families and the local community with the goal of fostering international cultural exchange. These workshops are designed to provide a venue for them to share successful programs, discuss organizational structures, brainstorm new ideas, and network with others who do similar work.

These workshops are being partially funded by funds from Region XII so there should be minimal cost to the participants. If you work with individuals or groups who could benefit from participation in these workshops, please e-mail Carol Robertson at cerobertson@ucsd.edu with their names and contact information. There will be one workshop scheduled for northern California and two in southern California. FREE EMPLOYMENT BROCHURE AVAILABLE FOR REGION XII MEMBERS!

FREE paper copies of the brochure "What Employers Should Know About Hiring International Students" are available to ALL REGION XII MEMBERS.

The brochure, published with a grant from Region XII, was written and edited by Philip Hofer from University of La Verne and Lay Tuan Tan from California State University Fullerton. The publication is useful both as an educational tool for prospective employers and as a source of information to international students.

Examples of people who might benefit from this brochure might include:

· prospective employers at campus job fairs;

· international students at workshops on employment issues such as Optional Practical Training;

· career counselors and internship coordinators on campus;

· other professionals through networking resources.

Each institution may receive a set of 100 copies by sending a check for $5 (shipping and handling charges) to:

Southern District Report

Greetings from the Southern District of Region XII. I hope that the NAFSA national conference in San Diego was as enjoyable and rewarding for you as it was for me. I was so simulated by the excellent talks, discussions and presentations that I found it a bit hard to get reengaged in the routine of office work.

This year's Southern District Annual Conference was held on April 7, 2000, at the Radisson Resort Knott's Berry Farm in Buena Park. The conference was again informative and up-to-date with a multitude of sessions to try to choose from. Thanks to the hard work of the Southern District team and all of the presenters, exhibitors and volunteers who made this year's conference another success.

We are also looking for Southern District members who would like to get more involved at the district level and join the district team. If you are interested in volunteering or would like to learn more about joining the Southern District team, please contact me or any team member for information.

Hope to see you all in Squaw Creek this November.
